Background of the study
Maternal healthcare is a critical aspect of public health, as it directly impacts the survival and well-being of mothers and their infants. In Nigeria, maternal mortality remains high, and this is a key concern for healthcare policymakers and practitioners (Okunola et al., 2023). The government has recognized the need for intervention to improve maternal healthcare services, with various programs and policies aimed at reducing maternal mortality and improving maternal health outcomes. These include initiatives like the Maternal and Child Health (MCH) programs, the National Health Insurance Scheme (NHIS), and the introduction of free maternal healthcare services in certain states (Aminu & Abubakar, 2024).
In Kwara State, despite government efforts, maternal mortality rates remain disproportionately high, and access to quality maternal healthcare is still limited, particularly in rural and underserved areas (Tijani et al., 2024). The state has implemented several interventions, such as the recruitment of skilled healthcare workers, establishment of maternal healthcare clinics, and distribution of medical equipment to healthcare centers. However, the effectiveness of these measures in addressing the challenges in maternal healthcare delivery is not well documented (Olaoye et al., 2025).
This study seeks to assess the effectiveness of government interventions in improving maternal healthcare services in Kwara State, focusing on the role of healthcare centers in delivering quality maternal care and identifying barriers to success.
Statement of the problem
Although the Nigerian government has introduced various interventions to improve maternal healthcare, maternal mortality rates remain high in many regions, including Kwara State. Despite efforts like the free maternal healthcare initiative, inadequate infrastructure, poorly equipped health centers, and insufficient skilled healthcare workers continue to impede the provision of quality maternal services (Obasanjo et al., 2023). There is a need to evaluate the success of these government interventions and identify the factors that contribute to their challenges in Kwara State. This study aims to assess the impact of government initiatives on improving maternal healthcare and provide recommendations for strengthening these efforts.

Scope and limitations of the study
This study will focus on healthcare centers in Kwara State, particularly those providing maternal healthcare services. It will assess the government’s role in improving maternal healthcare and will be limited to the evaluation of interventions implemented within the last five years. The study will be limited by the availability of data and the willingness of healthcare providers and patients to participate in interviews.

Government Intervention: Actions or policies introduced by the government to address specific health challenges, such as maternal mortality or access to healthcare services.
Maternal Healthcare: Medical care provided to women during pregnancy, childbirth, and the postpartum period, aimed at ensuring the health and well-being of both mother and child.
Maternal Mortality: The death of a woman during pregnancy, childbirth, or within 42 days of delivery, typically due to complications that could be prevented or managed with proper healthcare.
